Generator Voltage Fluctuating or Unstable
The voltage will not stay still. Lights flicker, the meter hunts, or the reading climbs and falls. That is not the same fault as a voltage that is steady and simply too low. Possible causes include the AVR and its sensing, engine speed that is not stable, frequency movement, a loose connection, a load that keeps changing, or an excitation fault in the alternator.

Voltage that will not settle
Why does generator voltage fluctuate?
Because the regulation loop is not holding a target. The regulator, the speed of the engine, and the load are all inside that loop. A flicker that follows the engine note is a different clue from a flicker that follows a loose terminal.
Stable voltage matters because motors, controls, UPS units and ordinary lighting are built for a band, not for a supply that swings. The repair is to find what is moving, not to average the swings with an adjustment.
As with low voltage, the AVR is not a screw for the customer to chase. Sensing wires and the regulator are tested with instruments. Live alternator terminals are left to that test.
